Providing cellular phones to victims of domestic violence, the goal of the Domestic Violence Intervention Access Link for Help (DIAL) is to provide victims of domestic violence with another tool to increase their safety as they attempt to leave their abusive relationship and begin a new life, free from violence.
Under the DIAL for Help Program, qualifying victims receive a cellular phone, which does not have active service, but is capable of dialing 911. The victim can carry the phone with them at all times. If a situation arises where the victim is in need of police assistance, she may use the phone to access emergency services.
